All I can say is that we struggle with the same thing. We currently don't publish a large enough number of APIs to make it a problem. We don't have scale issues. Also we would have to rewrite a large routing/url-rewriting system (based on the location of the cgi script). Cost would increase and we don't see a lot of great advantages. A hard sell indeed!
