I have tried the same case and during my trials I found that giving wrong IDs (Location ids for Department or vice versa) does make it seem like the LDF values are not been filled/set. Can you double check if the IDs for LDF are been given correctly in the xls file? If you are still unable to use it, please share a sample app and xls file with sample data which reproduces this case.
