Yes, no concurrent licenses except by grandfathering on any recent versions. A change in product means no grandfathering. One has to remember that part of the maintenance fee you have been paying is to maintain the right to upgrade to later releases. Another part is right to support. I.e., almost none of the maintenance fee actually goes for R&D on newer versions.
