If this is just a one off file download Notepad++ and save as UTF-8. If it's a feed you'd be better asking them to provided it in UTF8. Or if that's not an option, then en.wikipedia.org/.../Iconv is a Unix tool, but I'd guess someone will have ported it to Windows
