I struggled for 2 or 3 days with this, and yet the answer is not documented anywhere I looked.. Erased instances (from development and deployment) and starting again, but in dev, it throwed errors: " An attempt was made to authenticate the locked user", so googled it and that drove me to tomcat-users.xml file. I commented-out the part " roles="tomcat"/> " roles="tomcat,role1"/> " roles="role1"/> and put naive passwords, and vôila.... rest you have... so do I... Something should be done about that,,, I know that there should be some explanation, but can't find it yet...
