Thanks Micheal you pointed me to my answer. Turned out it was a compatibility issue in the WEB-INF/spring. I didn't have time to narrow down which combination of xml files were creating the issue, but I was able to determine it wasn't the authFilters.xml alone. For quick resolution I copied over the spring directory from a deployed webapp that was running.
