There was a valid 11.7 Win32 license installed. So I uninstalled it and removed all registry entries that was referring to PSC / Openedge. or Progress. Then I retried the Evaluation installation of 11.7 Win64. No success. I even tried on a machine without any Progress Product. Same problem. :-(
