Also, you may not have enough default resources to work with PDSOE and PAS4OE. Look at this article knowledgebase.progress.com/.../How-to-set-the-values-for-the-startup-parameters-Ma-Mn-and-n And try to correctly configure the number of users (-n), the number of servers (-Mn) and other parameters from the article.
