Site Shield only allows users you have granted access to on the frontend view the site (email address is all that is needed). Process of development is for setting a different domain during development time. You can use the Site shield feature to protect a website that is under development from unauthorized access, but to allow users without backend permissions to view it while it is been developed. For example, when stakeholders want to evaluate the progress of a website, but they do not have backend permissions. www.progress.com/.../site-shield-view-unpublished-websites
