The reason I think PSC needs to provide the npm alternative for OE is that it needs to be integrated with PSDOE by default and it needs to be the default way a project is build. Otherwise adoption isn't going to be what it ought to be (the default for everyone and exceptions only when there is a very good reason) and without massive adoption the tool will not be as useful as it could be. Extra points if it's implemented by adding ABL support to Bazel - a fast, scalable, multi-language and extensible build system" - Bazel (although I didn't investigate how feasible that is.)
