I'll put on my huge flashing "I AM NOT A DBA" hat but I believe that many people do keep a single dev license on prod machines for using the dictionary (due to how it was written lo those many years ago). I tend to agree with your sentiment that that's not a great idea. I'm sure the professional DBA's on this forum will have more definitive answers.
