The second half of that message is coming from the JVM: "Couldn''t find 3-letter country code for 419". It is not a Progress message. Java doesn't like, or can't find something related to your Locale setup for Windows and it cannot figure out what country your Locale is. 419 is Latin American Spanish. probably an incompatibility between an unsupported operating system on an older version of java. In other words, MS broke something.
