Do you have associated any databases to auto-start and auto-shutdown with PDSOE ()- this might make things a bit little slow. In preferences > Progress OpenEdge > Database Connections. Edit the connection, third page of the wizard has this option Also can you share the log file (in case if there are exceptions while restarting PDSOE) \.metadata\.log file in both the workspaces.
