A quick test seems to show that the same behavior applies to a for each block, the end of an input statement will force a leave and set ERROR-STATUS:ERROR = TRUE and NUM-MESSAGES = 0. It may well be a bug, especially since it gives misleading information. By "expected" i don't mean to suggest it's intended, it seems everyone agrees NUM-MESSAGES should never be 0 if ERROR-STATUS true.
