This is actually how the utility works and has for the last 20+ years. It is assumed that Index Rebuild would be run again to recover the database. If you elect to not recover the database and really want to delete it, you can use the OS removal/delete files commands on their platform, or the workaround that Rob F. supplied. If there is a specific use case that we are missing, please let us know.
