ODBC Error 219901

In my attempt to connect to Progress 9.1C18 server using SQL-92 ODBC, I ran into this and could not get it resolved.

Warning :
[MERANT] [ODBC PROGRESS driver] [PROGRESS] -219901

According to PKB# P6936, I already set my server's

DLC=c:\program files\progress

.
As someone mentioned, I set my Windows XP's Language for Non-unicode to be the same as my Progress Server's default language (English).

Can anyone help ?
