.Net to Progress Conversion

Hello all,

I have an .net block of code for communicating over xml with a web service. Anybody Please help me to convert it to equivalent progress for 9.1E version.
Is it possible to add client certificates to request xml like what .net have done.

Attached is the core area i need to convert.

Just assume they have the funds to pay your hourly wage...

Also as a point of note 9.1E is now obsolete and you should be looking to move to 10.2 or 11 ASAP.
