MRP does not plan PO

I have a problem when running MRP. I have a structure like this:

PARENT
COMPONENT_TYPE_M_1
ROW_MAT_1
ROW_MAT_2
ROW_MAT_3
COMPONENT_TYPE_M_2
ROW_MAT_4
ROW_MAT_5

Suppose ROW_MAT_1 and ROW_MAT_4 have no inventory, and all two have parameter Pur/Mfg = "P" and Plan Ord = yes. Surprisingly (for me :)), after running MRP (23.3) the system doesn´t create any purchase requisition for row materials with no stock (ROW_MAT_1 and ROW_MAT_2).

Can any of you make some light on this??????
 
Which item you run when you are at 23.3? You run only the Parent Item? When you run only the parent item, it will create WO for you only and if you need to run all the above item, run them one by one or run menu 23.1

I first tried by 23.3 for the parent item, but as it didn´t work, I tried then planning the parent item and after all its structure above item by item again with 23.3. It might not work unless I use 23.1 for this, right?
