How can I get the com-port status??

HELP!!
I want to check the com-port (com1, com2,...lpt1,lpt2,... and even over network) if something is connected to the choosen port!! In case if there is nothing connected, I want to print a message or do something else. And now my question: if i can realise this with API or with an other methode and if yes, can somebody send me the code how to programm it? Programm --> should work in WIN95/98/NT
