There are 2 sec pauses during checkpoints. Though it's maybe normal for -B 2,000,000 + -B2 1,000,000. I don't see such pauses on a customer system (10.2B07, RHEL) with -B of about 3,155,000 and -B2 41,000. Given your other provided information, my guess is that your checkpoint duration is related more to BI and AI buffer flushes rather than to buffer scans.
