"BI log space allocation"... That is all the documentation provides, no more details than that. I honestly think you are better served finding out why the sync times are so high instead of worrying about the latches. If the latches are still there after you have a reasonable sync time then I would worry about them. I am assuming that since this is a larger install that you have quite a few disks involved in the IO. What is so special about disk4? Is it not part of the main stripe set? Since it is HPUX you can get a lot of information from glance about what is happening to specific processes and disks/adapters/etc.
