I've seen that error when the "Oracle Service Cloud Login URL" parameter of the data source configuration contains extra characters that aren't expected. This parameter should contain the Host Name portion of the Oracle Service Cloud URL, like "mysite.custhelp.com", and not a full URL as you might type in a web browser, like "https://mysite.custhelp.com/apex/" .
