Once you login to Download Centre, please click on "Product Search" and search for 11.3.2.016 if you are using 11.3 or 11.2.1.027 if you are using 11.2.1. Sorry for not clear in the details.Once you install this patch, you should be able to connect to new App Builder. Thanks, Srini
