Here are the symptoms:
While I can get connected to it, I can do nothing with it. For example, when we try to import a loan from another environment, it locks up trying assign data to the RDS-Bin-A table. The KB shows two interesting entries for the error message 8837 ( which seems to be the root of your problem ):

It looks like the database is not able to start necessary additional remote servers to serve your request.
