Discrepany found in setting of Item Master Maintenance (1.4.1)

I have this part number B119, where my item master maintenance Safety Stock & Min Order is 0. However I still found there is quantity for Safety Stock & Min Order (23.16)

Please check your settings in item-site maintenance (1.4.17 Item-Site Planning Maintenance), not just item master
