Hi,

I start Data Administratrion (9.1E), and I am able to connect successfully to my database, however the Admin, DataServer & Utilities menus are greyed out... does anyone know how I can get to use these menus?

That means that you are using a "runtime" license rather than a "development" license to access the db.

You would need to purchase a development license from Progress.
