Create a Unicode version of the Informix Wire Protocol driver

The current Informix Wire Protocol driver is not a Unicode driver. That means it does not handle Unicode data well and so the fallback is to use the native IBM Informix driver instead. Please consider creating a Unicode version of this driver.
