Question Always get Query DB multi-User Mode in Progress?

I use Progress 10.1B03 with eb2.1Sp5
Sometimes end-user can not connect QAD application from desktop, I try to check it on Connect Manager functions and get Initializing status all.
Now User can login the QAD app but can not browse and use any menu on QAD app.
I try to check DB server in query and I always get the multi-user mode status and get error message as below.
I have 2 DBs in the DB server local also.
Does anyone pls help me how can I fix this issue?

Something is trying to connect to those databases in single user mode and failing. Have a look at the connection parameters for whatever process is trying to connect.

port 20931 is the default for the admin server right ? Looks like the errors above are from trying to start the admin server and it is already running? I'm guessing the databases are set to auto start the databases.

Without some info from the db logs, I can't offer much more.
