Because we have user accounts tied to several objects within our applications, we need to have the ability to create user accounts but have them be inactive and have no welcome emails go out until we want to turn them on. Our users need the ability to be able to tie these users to various objects prior to them gaining access. Because the welcome email for a new user is system controlled and not controlled by a trigger, we have no control over the email going out. The best solution would be for us to be able to create a user with the "Is Active" checkbox unchecked after which the system would not send the email but would create an inactive user. When we want to "activate" or turn on the user, we would edit the record, check the "Is Active" checkbox and save. A welcome email would then go out with the user's account information.
