If you are using Progress version 9 then you will have the merant driver ODBC driver bundled with it. All you need do is setup a DNS connection using the merant driver to connect to the progress database. You will then be able to access this from VB.
I assume you have typed your services entry incorrectly as it states mat_dat not mat_data.
I suggest that you check you do not have anything else running on port 6601. I would also double check that you can ping britanxt. In addition check that you only have the one services file.

What operating system are you using? What WebServer are you using? You should be able to connect to your localhost without being connecting to the Internet. I have a setup in XP, Windows and Linux that all work perfectly well without being connected to the Internet.
