X-coding in UTF-8

Hi,
I'm using RoundTable TSMS v.9.1C.
Working enviroment is: -cpinternal 1250, -cpstream utf-8, rtb database is in utf-8.
When I make deploy RoundTable encrypt source code with xcodproc.dll.
Problem is that encrypted sources are in 1250 codepage (internal), not in utf-8 as I need.
Is it any way to configure RoundTable to make encryption out in utf-8?
