WO WIP COst Report

I have some queries on this WO Cost Report (16.3.4)
Anyone came across the following problem:
(attached txt file)

Qty Ordered: 5000
Qty Completed: 3000

Material Issued: All been issued to production (No longer qty opened) [I supposed there is no WIP Cost]

But in 16.3.5 WIP Report
The WIP Cost: 24460.58
Qty Open: 5000

Curious?
It doesn't make sound!

QAD report is correct, please read it carefully

quantity ordered 5000
quantity completed 3000

And in the right down corner

WO subtotal 32,042.79
- Cost rcvd -19,289.86
Mthd chg var 0.00
------------------------------
Balance 12,752.93

So 12,752.93 is the WIP cost.

My user showed me the other one!
