Sizing MFG/Pro +Progress on AIX 4.3.3

Looking for some input on where to find sizing and TUNING information for hardware to run above "correctly".
We're looking at around 250 users, character based, Progress 8d, MFG/Pro 8e. There will be up to 15 distinct production databases, of around 25Gb each; we cannot, at this point, consolidate databases as this first step is to consolidate 10 separate and distributed servers into one system. Disk system will be RAID-1, SSA based via fiber switches and adapters.
The currently installed distributed servers seem to be way oversized, as the cumulative amount of CPU's is >32. Cumulative memory is over 5Gb.
We'd like to try to estimate how large we have to make the consolidated system from a CPU and memory standpoint. Our preference is to use multiple smaller systems as opposed to one large system (so don't say SP or S80; those will not be considered). We are thinking of multiple 7026/H70's building blocks; can anyone offer us insight into how to make these run as effectively as possible (database blocksizes etc.)
And, is there any type of tuning information available anywhere on the Web ?

explode each DB per linux servers each other in client/server architech....

limited cost & incredible perfs
