restoration

The backup does not contain any information like how many extents ( files ) a storage area was split into and where they resided. Therefore if you want to restore a database which storage areas were split into several extents which resided in different folders or file systems or disks you might want to have the .st file. If you don't have it the restore will create everything in one folder and will only create one variable extent per storage area. If that is fine with you then you don't need the .st file. Did I mention that the restore will automatically pick up an existing .st and format the extents accordingly before it restores the database blocks?
