If you have the information you need to map a vocabulary to a database, then you have enough information to create a vocabulary, or at least assist in the entering of a vocabulary. I'd like to be able to pick tables from the loaded metadata and have them created as vocabulary entities, with name, attributes, attribute datatypes, and datastore information. Either load all fields as attributes and let me manually delete those I don't want, or pop up a window to let me choose which to import. In either case I should need to do no further configuration work for those attributes. At a minimum, if I am entering an attribute for an entity for which metadata is loaded, and the attribute matches a database field, prefill the datatype and the datastore information immediately.
