NUMA.... yuck ;-) That opens a entire new set of potential performance issues. Setting the affinity for the core database processes usually helps somewhat, but as you know there are limits. The odds are really high that a sync or IO issue exists and Progress is just the victim. Tracking down the root will take some time and effort depending on how skilled and motivated their infrastructure admins are.
