Don't know if you are using an on-premise OE DB but if you are, you also need to enable on-premise database access. If you go here and download the zip file: https://community.progress.com/technicalusers/w/openedgecloudarcade/2179.integrating-datadirect-cloud-and-progress-easyl-into-openedge-using-the-odbc-bridge-sample-applications.aspx You will see in the ./doc directory a document called: "Integrating DataDirect Cloud and Progress Easyl into OpenEdge using the ODBC Bridge Sample Applications". In here, there are step by step instructions, including the schema name requirement which you may also be missing. In not, you should - and that would be "pub" in normal scenarios. If the schema is properly set, then it would look like something didn't work right with the SQL permission granting.
