Then you can try this below solution
Change the % in 5.5.1.17 Scheduled Order MRP % Maintenance to 0 or delete the % and go into 5.5.1.13 Scheduled Order Maintenance (rspomt.p) and close the order.
I connected to a progress datbase through Data Admin tool. But I am unable to read the schema of the database (i.e. table information). Progress client version is 9.1E and database is of lower version.

Try to enter one record manually in Budget Maintenance and see where you are getting the error. Accordingly change the cim file. I think the cim file should have been like this

This may be because of some sales orders that exists in the system for which inventory is allocated from this location. Delete those sales orders if you can identity them or else there are options available to clear allocated inventory under 7 & 36.25.
